JoAnne Spears, general counsel of the League of California Cities for the past 10 years, received the Public Lawyer of the Year award this month from the State Bar's Public Law Section.

An expert on municipal law, Spears provides in-house counsel services to city attorneys throughout the state. She coordinates production and updates the California Municipal Law Handbook as well as the league's Amicus Brief program, and authors a city attorney newsletter.

Spears also is executive director of the Institute for Local Self-Government, which develops projects and funding.
