Proposed amendment to the Rules of Procedure regarding the scope of hearings in moral character proceedings in State Bar Court and the length of the investigation and discovery periods in those proceedings.

Permanent disbarment

Proposed amendments to the California Rules of Court would permit permanent disbarment under certain conditions, require a disbarred or resigned attorney to wait seven years before applying for reinstatement and would require applicants for reinstatement to take and pass the attorneys’ bar exam.

Foreign legal consultants

Proposed revision to the Registered Foreign Legal Consultant Rules and Regulations would reflect a statutory change made last year permitting RFLCs to participate in the Client Security Fund.

Proposed policy for optional expungement of a suspension for nonpayment of membership fees form an attorney’s membership record. The expungement would be permitted in four very narrow circumstances.
