Fee arb amendment

Proposed amendment to Rule 11.1, Rules of Procedure for Fee Arbitrations and the Enforce-ment of Awards for the State Bar of California, would require parties requesting fee arbitration with the State Bar, based on claim that he/she cannot receive a fair hearing through the local bar association program, to submit a declaration setting forth a factual basis for such claim.

Discipline stipulations

Proposed amendment to Rule of Procedure 135, Approval of Stipulations by Hearing Judges, would clarify that orders of hearing judges regarding stipulations are subject to review by the State Bar Court Review Department, but that the standard for such review is abuse of discretion.
