and recently approved Securities and Exchange Commission rules that require
lawyers to report possible violations of securities laws is creating an ethical

Two years after launching a program to help alcoholic and drug-addicted lawyers,
the State Bar reported last month that since the end of 2002, the number of
participants has doubled and the number of calls for brief counseling services
has tripled.
