Special masters rules
State Bar policies regarding special masters would be
institutionalized in rules and regulations in the same format as those governing other
programs administered by the Office of Certification. The scope of the application to
become a special master would be expanded to provide additional information to the court.

Discipline stipulations
Proposed amendment to Rule of Procedure 135, Approval of Stipulations
by Hearing Judges, would clarify that orders of hearing judges regarding stipulations are
subject to review by the State Bar Court Review Department, but that the standard for such
review is abuse of discretion.
