"During this time of chaos and uncertainty," said Marshall, "we should take up the challenge posed by both our friends and critics to re-examine the mission, goals and objectives of the State Bar. I believe it is fair and right to hold the goals and policies we have adopted up to public scrutiny."

The new president has served on the board since 1995 and has chaired the committees on communications, bar and public policy as well as the legal and ethnic minority relations committee. He graduated summa cum laude from College of Idaho, received his law degree from Harvard and has been practicing law for 20 years, all at McCutchen.

Marshall succeeds Marc Adelman of San Diego, whose entire year in office has been consumed by the bar's dues crisis.
