The bar's board of governors, at the request of its regulation and
discipline committee, is circulating for public comment Rule 983.4, California Rules of
Court. The proposal would allow an out-of-state attorney who meets certain requirements to
represent a party in the course of, or in connection with, an arbitration proceeding in
California. The board adopted the rule on an interim emergency basis to take effect on
Jan. 1 pending completion of the public comment process and adoption of an enabling rule
by the Supreme Court.
